¿Precandidato yanqui promete acciones militares contra naciones latinoamericanas?

Hay quienes aún hoy día discuten la interpetación que debe hacerse de la doctrina Monroe http://es.wikipedia.org/wiki/Doctrina_Monroe

El proclamado precandidato presidencial, el gobernador de Texas Rick Perry  http://es.wikipedia.org/wiki/Rick_Perry por fuera de esas polémicas promete establecer una Doctrina Monroe del siglo XXI (*).

Declamada para el siglo XXI por un precandidato presidencial de EEUU no parece dejar lugar a discusiones. Y menos discutible si propone cerrar con las fuerzas armadas la frontera con Mexico por un año. Y menos dudas si cómo paso siguiente habla de establecer un regimen de sanciones contra Mexico.

Y si nos atenemos al pensamiento de Roosevelt más que razonable pensar que dentro de las fronteras de ideas del Gobernador Perry se encuetra la opción de atacar militarmente a alguna nación latinoamericana:

Si una nación demuestra que sabe actuar con una eficacia razonable y con el sentido de las conveniencias en materia social y política, si mantiene el orden y respeta sus obligaciones, no tiene por qué temer una intervención de los Estados Unidos. La injusticia crónica o la importancia que resultan de un relajamiento general de las reglas de una sociedad civilizada pueden exigir que, en consecuencia, en América o fuera de ella, la intervención de una nación civilizada y, en el hemisferio occidental, la adhesión de los Estados Unidos a la Doctrina Monroe(basada en la frase «América para los americanos») puede obligar a los Estados Unidos, aunque en contra de sus deseos, en casos flagrantes de injusticia o de impotencia, a ejercer un poder de policía internacional.

Perry: In 12 Months I'll Shut Down Mexican Border
BLITZER: Let's go to Governor Perry. You represent the state with the longest border with Mexico right now.What do you think you should do, if you were President of the United States, as far as using the United States military? 
PERRY: Well, let me kind of broaden it out. I think it's time for a 21st century Monroe Doctrine. When you think about what we put in place in the -- in the 1820s, and then we used it again in the 1960s with the Soviet Union. We're seeing countries start to come in and infiltrate. We know that Hamas and Hezbollah are working in Mexico, as well as Iran, with their ploy to come into the United States. 
We know that Hugo Chavez and the Iranian government has one of the largest -- I think their largest embassy in the world is in Venezuela. So the idea that we need to have border security with the United States and Mexico is paramount to the entire western hemisphere. 
So putting that secure border in place with strategic fencing, with the boots on the ground, with the aviation assets, and then working with Mexico in particular, whether it's putting sanctions against the banks, whether it's working with them on security with Mexico, all of those together can make that country substantially more secure and our borders secure. 
As the President of the United States, I will promise you one thing, that within 12 months of the inaugural, that border will be shut down, and it will be secure.
